新加坡港口经济发展与海上丝绸之路建设

新加坡天然处于“一带一路”地理通道上,对中国“一带一路”特别是“海上丝绸之路”建设具有重要影响。2017年新加坡海运综合竞争力持续上升,港口集装箱运输量达3370万标准箱,仅次于上海,位居世界第二。新加坡这种“以小博大”的港口经济发展不仅归因于优越的地理位置,还与政府和港口运营公司的通力协作有莫大关联。目前新加坡已形成“政府(MPA)监督和支持、国内港口运营商(PSA Singapore)管理、国际港口运营商(PSA International)进行国际布点”的发展模式,对中国港口经济的发展具有重要借鉴意义。同时,考虑到中新经贸合作关系,未来两国可在“一带一路”国家投资、人民币国际化结算和大士港建设过程中开展共建合作。

Abstract

Singapore is naturally on the “Belt and Road” geographical channel and has an important impact on China's “One Belt and One Road Initiative”,especially on the “Maritime Silk Road”.In 2017,the comprehensive competitiveness of Singapore's shipping industry continued to rise.The port container transportation volume reached 33.7 million TEUs,second only to Shanghai,ranking second in the world.The port economy of Singapore,is not only attributed to its superior geographical position,but also has a great connection with the cooperation between the government and port operators.At present,Singapore has formed a development model combined with government(MPA),domestic port operators(PSA Singapore),and international port operators(PSA International)”,which has important reference significance for the development of China's port economy.At the same time,considering the China-Singapore economic and trade cooperation,the two countries can carry out joint construction and cooperation in the process of “One Belt,One Road” national investment,RMB international settlement and Tuas Port construction.
