“一带一路”倡议下的国家海外利益维护与安全保障为中国安保行业提供了机遇,同时也带来了挑战。规制和引导安保行业适应新趋势和新需求,需要借鉴国际经验并结合自身特色。安保业的国际规制历经数十年发展,目前已形成以《蒙特勒文件》《私营安保服务供应商国际行为守则》为基础的国际法律框架,私营安保服务供应商国际行为守则协会(ICoCA)的发展反映了国际安保规制正在向政府、企业、社会多元利益相关者共治模式转型,中国安保服务国际化要积极适应从“保安”向“安保”的业态转型,加快完善中国安保业规制建设,多措并举提升中国安保业能力,为“海外中国平安体系”建设提供支撑。
With increasing overseas investment and project development under the “Belt and Road Initiative”(BRI),China is facing challenges of national interests protection,meanwhile a quick growth of market opportunity for Chinese security industry. It’s obviously important to regulate and guide the security industry stakeholders in a healthy way,particularly those private security companies(PSCs) conducting overseas operation. The international regulation of private security industry over several decades witness an international legal framework established,among them,the Montreux Document and the International Code of Conduct for Private Security Service Providers are most core documents. The long international regulation history reflects a multi-stakeholder co-governance mode,with a balanced emphasis of different functions of government,enterprises and civil society. It will take time for China’s security services going abroad and become mature. The main players should actively adapt to the industry transformation from a normal environment to “a complex environment”. At present,speeding up security industry regulation and legalization become a high priority for China,meanwhile the private security providers should make efforts to enhance capacity building and play a good role in facilitating the security protection system construction for “Overseas China”.
