理念与现实的错位——21世纪以来萨摩亚中小学教育状况

文章摘要

进入21世纪以来,萨摩亚教育体育文化部相继提出了“公平教育”、“全民教育”、“教育优先发展”和“可持续发展教育”等现代教育理念,相应制定出台了一系列短期和中长期发展规划及多项教育改革措施,在硬件设施建设、教师专业水平提升等方面获得一定成效。但总体而言,当前萨摩亚中小学教育依然存在观念保守、管理模式落后、失学辍学严重、教育资源匮乏、教师学历结构不合理、课堂教学质量低下等显著问题,与上层管理者提倡的现代教育理念和管理模式存在明显的差距和错位。这一错位产生的原因主要包括高调的教育理念和策略的制定脱离萨摩亚教育实际、以绝对服从为宗旨的宗教信仰和传统的基层管理方式与现代教育理念相悖、国民经济收入和现有教育资源不足以支撑先进教育理念落地,以及对国际援助的依赖削弱了基层教育发展的内部动力等几个方面。

Abstract

Since the 21st century,the Ministry of Education,Sports and Culture of Samoa has proposed a great number of modern educational ideas,such as equity education,quality education,education for all and sustainable development education,thus,a series of plans and strategies have been proposed. Although to some extent the infrastructure,facilities and teachers’ qualities have been reinforced,loads of problems still remain,including ideas being too conservative,the backforwardness of management styles,high drop-out rates,the deficiency of educational resources,the inappropriate structure of teachers’ backgroundqualifications and inefficient teaching at classes. Overall,there are huge differences between the governor’s expectations and the reality. There are four main reasons behind this phenomenon. Firstly,sophisticated educational propositions and strategies do not match with reality. Secondly,the obedient feature in religion and chieftaincy are different from modern education concepts. Thirdly,there are insufficient GDP and resources to commit the establishment of advanced educational ideas. Lastly,being over-dependent on international aid has weakened the internal motivation of Samoa to develop education for the public.
