本文分析了中国自由贸易试验区的国家使命和建设进程、自贸试验区服务“一带一路”建设的框架和成效、全面开放新格局与建设自由贸易港等。就如何更好地发挥自由贸易试验区和自由贸易港对“一带一路”建设的作用，本文提出六项建议：赋予自贸试验区和自由贸易港更大的改革自主权；加强与国际海关口岸的合作交流；加强多式联运和重要枢纽的综合协同机制；加强园区合作和国际产能合作；形成促进新技术、新模式发展的精准税收政策；为重塑国际经贸规则体系提供中国模式；等等。
This paper analyzes the mission and construction progress of the Free Trade Pilot Zone in China，and the framework and its effectiveness of the Free Trade Pilot Zone in the Belt and Road construction.It also studies the Free Trade Pilot Zone's function in the design of the free trade port.The paper gives 6 suggestions to the following topics on how to utilize the advantage of the Free Trade Pilot Zone and the Free Trade Port in realizing the Belt and Road Initiative：1） to give the Free Trade Zone and the Free Trade Port greater reform authority；2） to strengthen the cooperation and exchange of the international custom ports；3） to strengthen the comprehensive coordination mechanism of the multimodal transport and the key hubs；4） to strengthen the industrial park cooperation and the international industrial capacity cooperation；5） to make the precise taxation policy in order to promote the development of new technologies and the new development models；6） to prepare a Chinese model for reshaping the international economic and trade system.
