澳大利亚是“一带一路”对接的重点国家,实际吸引中国直接投资存量一直名列前茅。澳基础设施投资环境优越、需求巨大,2016年中企在该领域投资曾达历史性的43.4亿澳元,占在澳投资总额的28%。但从同年起,澳在发达国家中率先对基础设施(尤其是关键基础设施)领域的外国投资开始加大管控力度。正如2017年报告所预测的,国内因素导致澳“作为外资目的地国的吸引力出现不确定性”。
As a top destination for Chinese investment overseas,Australia has been an important country to engage for the purpose of Belt and Road Initiative. China's capital inflow into this sector topped A $ 4.34 billion in 2016,accounting for 28% of Chinese investment in Australia that year. However,as predicted in last year's report,“uncertainties emerged for Australia to remain an attractive FDI destination”given ongoing shifts in domestic politics. In fact,for year 2017-2018 Australia garnered enough support at home to push forward major legislative and administrative responses to tighten up control on foreign investment in infrastructure,especially those identified as critical infrastructure. As a result,Chinese investment in this area saw an 89% plunge in 2017 and hasn't recovered yet this year. This report analyses Australia's legislative,administrative and institutional changes since 2016,but mostly concentrating in 2017-2018,to better monitor and guard against national security risks in infrastructure FDI and explores Australia's efficiency in this wave of policy response,as the first country to effect such changes,ahead of countries including the US,Germany and Britain. Against the background of Victoria's newly signed BRI MOU with China,the report also examines prospect of future partnerships under the BRI framework,most notably areas,forms and structures that will be acceptable to both.
