建设卓越的全球城市，不仅是上海经济转型发展的需要，也是我国形成全面开放新格局的重要载体。通过比较主要全球城市环境政策与法规的演进脉络，发现全球城市环境政策与法规的制定有着与经济社会发展紧密相连、注重环境政策与法规的实施与执行以及多部门共同促进全球城市环境治理的共性，同时每个城市根据其经济发展的实际情况，对于环境法治的建设侧重也有所不同。上海环境治理政策与法规发展沿革也可分为起步、发展和成熟三个阶段，每个阶段均制定了不同的环境法规和政策，虽然也取得了一定成果，但与纽约、伦敦、东京、巴黎等全球城市仍有一定差距。因此，上海应从指导思想、制定与完善、实施与执行以及制度保障等方面完善上海环境政策与法规的建设。
Building a remarkable global city is not only the need for Shanghai’s economic transformation and development，but also an important carrier for China to form a new comprehensive opening pattern. By comparing the evolution of major global city environmental policies and regulations，it is found that global city environmental policies and regulations are closely linked to economic and social development，focusing on the implementation of environmental policies and regulations，and multi-sector efforts to promote global city environmental governance. Commonality，while each city has different emphasis on environmental legal system according to the actual situation of its economic development. The evolution of Shanghai’s environmental governance policies and regulations can be divided into three stages：start-up，development and maturity. Each stage has different environmental regulations and policies. Although some achievements have been made，there are still some gaps with global cities such as New York，London，Tokyo，and Paris. Therefore，Shanghai should improve the construction of environmental policy and regulation from the aspects of guiding ideology，formulation and improvement，implementation and institutional guarantee.
