环境是城市系统的重要组成部分,环境保护工作随着城市经济社会发展而不断完善。改革开放40年是上海环境保护工作不断进步的40年,也是城市环境与经济发展关系不断优化的过程。从不同时期环境保护目标和任务来看,上海环保历经了重点污染源治理阶段、污染物总量削减阶段、环境质量改善阶段、迈向绿色发展阶段等四个阶段。进一步定量评价上海环境与经济协调发展的状况可知,城市环境与经济间的平衡程度不断提升,世博会等重大活动期间环境与经济的平衡程度较高。经济与环境协调发展度呈现稳步提升趋势,从1991年的0。059上升至2017年的0。939,表明城市环境与经济系统已迈入相对高水平的协调发展时期。针对上海环保领域存在的不平衡不充分问题,未来需要从环保理念、环保主体、环保方式、环保对象、环保范围等多领域入手,进一步优化环境与经济发展关系,提升生态环境保护水平。
The environment is an important part of the urban system,and environmental protection improved with the economic and social development of the city. The 40 years of reform and opening up is also the 40 years of continuous improvement of Shanghai’s environmental protection,and it is also the process of continuously optimizing the relationship between urban environment and economic development. Judging from the environmental protection goals and tasks in different periods,Shanghai Environmental Protection has gone through four stages:the key pollution source treatment stage,the total pollutant reduction stage,the environmental quality improvement stage,and the green development stage. Further quantitative evaluation of the coordinated development of Shanghai’s environment and economy shows that the balance between urban environment and economy continues to increase,and the balance between environment and economy during the major events such as the World Expo is relatively high. The coordinated development of economy and environment is on a steady upward trend,rising from 0.059 in 1991 to 0.939 in 2017,indicating that the urban environment and economic system have entered a relatively high level of coordinated development. In view of the problem of insufficient imbalance in the field of environmental protection in Shanghai,we need to start from the fields of environmental protection concept,environmental protection subject,environmental protection method,environmental protection target,environmental protection space to further optimize the relationship between environmental and economic development and enhance the level of ecological environmental protection.
