党的十九大报告做出要“重点攻克深度贫困地区脱贫任务”的战略指示。陕西地处西北，是国家扶贫开发重点省份，而陕南又是陕西扶贫开发的重点区域。当前，脱贫攻坚工作已经进入攻坚拔寨、最后决胜的关键时期。如何实现2020年“零贫困”的目标？本报告以陕南为例，从发挥基层党建引领作用角度，客观全面总结陕南在积极探索脱贫攻坚方面的主要做法，分析影响党组织进一步发挥作用与精准扶贫之间存在的主要矛盾并提出解决矛盾的主要建议。
This report takes Shaanxi Province as an example from the perspective of giving the leading role to grassroots party organizations，this paper objectively and comprehensively summarizes the main practices of Shaanxi in actively exploring poverty alleviation，and analyzes the main contradictions that affect the further role of the party organizations between the precise poverty alleviation and proposes solutions.
