本文从政府、群团组织、教育部门、社会力量四个方面描述了陕西省留守儿童关爱服务体系的现状。根据《国务院关于加强农村留守儿童关爱保护工作的意见》加强留守儿童关爱保护的基本原则、总体目标、要求，从关爱对象界定、现有的关爱服务对留守儿童需求回应的有效性、留守儿童关爱服务支持的重心、留守儿童关爱服务中的标签化几方面指出了目前陕西省在关爱留守儿童服务中存在的问题，并提出了完善陕西省留守儿童关爱服务的几点建议。
This paper describes the current situation of the care system for left-behind children in Shaanxi Province from four aspects：government，group organization，education department and social forces. According to the State Council's Opinions on Strengthening the Care and Protection of Left-behind Children in Rural Areas，the basic principles，overall goals and requirements for the care and protection of left-behind children are strengthened. From the definition of care objects，the effectiveness of existing care services for the needs of left-behind children and the care of left-behind children，the paper focuses on the support and the labeling of care services for left-behind children，points out the existing problems，and puts forward some suggestions as well.
