2018年，陕西践行以“人民为中心”的发展理念，着力解决社会和民生发展中不平衡、不充分的问题，城乡居民收入与消费水平稳定增长，精准扶贫内涵发展，推动乡村振兴战略和陕西基本公共服务均等化进程，公共服务水平进一步提升，社会安全形势良好。展望2019年，陕西的基本公共服务均等化将进一步得到扎实推进，更大面积贫困地区和更多的贫困农村社区将全面脱贫，乡村振兴战略在陕西进一步落实，陕西社会将得到更加平衡充分的发展，人民群众的福祉将不断提升，陕西同步够格全面建成小康社会更进一步。针对陕西社会发展存在的问题，需要更加促进就业、改革创新社会体制。
In 2018，Shaanxi actively adapts to the new normal status in economic development，and in accordance with the requirements of chasing，transcending and the Five Solids，Shaanxi also integrates social diversified forces to help the poor，tackles the goals of social development in new era with comprehensive development of social undertakings and public services and stable social situation. Looking forward to 2019，Shaanxi takes the spirit of the 19th National Congress as the guide，implements the Five New Strategy task，focuses on solving the problems of people's livelihood，promotes the comprehensive deepening of the social system reform of Rural Revitalization，and builds a shared and co-construction social governance pattern.
