本文运用台湾“侨委会”公布的统计数据以及其网站的新闻报道，对台湾2011年以来的侨情变化进行分析。从台湾华侨华人的人口状况、侨团发展状况、华文教育状况以及台湾“侨务”政策现状等方面梳理台湾侨情现状，分析大陆开展侨务对台工作的政策建议，提出通过打造两岸交流平台、分类开展台湾侨团工作、加强“中华文化”与“闽南文化”认同、加强与台湾华商经贸往来以及加强与台湾基层民众交流等措施推动两岸海外交流。
The paper is to analyze the changes of the situation of Taiwan Overseas Chinese happened since 2011，based on the statistical data released by the Taiwan Overseas Chinese Affairs Committee and the news reports of the “Overseas Committee” website. The status quo of Taiwan Overseas Chinese will be reviewed in the paper through the population situation of Taiwanese overseas Chinese，the development of overseas Chinese groups，the status of Chinese education，and the status quo of Taiwan’s “Overseas Chinese Affairs” policy. On this basis，the mainland’s policy recommendations for overseas Chinese affairs to Taiwan are put forward by creating platform for cross-straits exchanges，carrying out different works based on different categories of Taiwan overseas Chinses groups，strengthening the identification of Chinese Culture and Minnan Culture，strengthening economic and trade ties with Taiwan overseas businessmen and strengthening exchanges with Taiwan grass-rooted people to promote cross-straits overseas exchanges.
