2018:中美经贸摩擦背景下的中国职工状况

2018年在经济基本平稳、下行压力增大的背景下,职工就业稳健增长,失业率仍保持低位,但稳中有变;工资继续稳慎增长,国务院改革国企工资决定机制;社会保险继续扩大覆盖范围,社保费用税务代征引发波动;劳动争议略有回升,群体性事件呈联动趋势。工会十七大坚持习近平总书记关于工人阶级和工会工作的重要论述,高擎维权服务旗帜,将构建和谐劳动关系作为工会工作主线。对中美经贸摩擦对局部地区与产业就业及劳动关系的影响做出初步评估,短期已使企业用工明显萎缩,长期影响更需密切关注。

Abstract

In 2018,China remains a condition of economic stability and steady increment of employment situation. However,under the pressure of economic development,the wage increase should remain cautious. The State Council promotes the reform on the wage of state-owned enterprises. The social insurance keeps the trend of expanding its coverage. Furthermore,it raises some concern on the taxation system of social insurance cost,and it witnesses the increase of number of labor disputes with upward trend of mass disturbance. The 17th Congress of All China Federation of Trade Unions emphasizes the importance of Xi Jinping’S statement on the working class and the work of All China Federation of Trade Unions,and reiterates the priority on protecting workers’ rights and establishing harmonious working relationship. Regarding the impact of China-US Economic and Trade Friction,the evaluation shows that it causes the decrease of labor demand on the short run and requires close examination for the long run.
