日本与太平洋岛国首脑峰会始于1997年,是一个由日本倡议和主导的区域性会议组织。每三年举办一届,目前已召开了八次。日本之所以主导该首脑峰会,表面上是帮助岛国经济可持续发展,谋求亚太地区整体的稳定,实际却将首脑峰会作为推进新的地区政策的主要手段,以实现其“海洋国家”的战略目标。随着日本国内政治环境的变化和国际局势的改变,首脑峰会经历了初创、发展和新阶段三个时期,各自具有鲜明的特点。首脑峰会的召开为日本带来了政治利益,提供了向世界宣传其先进技术的机会,同时也一定程度上缓解了岛国的经济困境,满足了岛国的利益诉求。关注该首脑峰会的发展动向与意义将有利于中国与太平洋岛国的合作和效用的取得。
The Pacific islands leaders meeting which began in 1997 is a regional conference organization initiated by Japan. It is held every three years and has been held eight times. The reason why Japan dominated the summit is apparently to help the island countries to achieve sustainable economic development and seek overall stability in the Asia Pacific region. Actually,Japan regards the summit as the main measure for promoting the new regional policies to achieve the strategic goal of “maritime power”. With the changes of the domestic political environment in Japan and the changes of the international situation,the summit has experienced three periods of start-up,development and the new stage,each with distinctive characteristics. The summit brought Japan political benefits,and provided it an opportunity to promote advanced technology to the world. At the same time,the summit alleviated economic predicament of the island countries and satisfied the island countries' interest demands to a certain extent. Focusing on the development trend and significance of the summit will be conducive to the cooperation and effectiveness of China and the Pacific island countries.
