在土耳其共和国的历史上,军队在政治发展、经济事务和安全议题上都具有重要作用,然而,既有研究对土耳其军队在安全事务,尤其是战争中的作用关注不够。本文详细分析了土耳其军队在1974年塞浦路斯战争中的表现,探讨了军政关系对战争决策、战争过程和战争结束的影响。相较于文官政府,土耳其军队在战争中具有主导性的地位,但军方与文官政府保持着良性的战略沟通与协作,这导致土耳其在战争中大获全胜。本研究既能加深人们对土耳其军政关系问题的认识,又能深化对军政关系与战争之间关系问题的理解。
In the history of Turkey,the military has played an important role in political development,economic affairs,and security issues. However,the existing researches has not paid enough attention to the role of the military in security matters,especially in war. This paper analyzes the activity of the Turkish military in the 1974 Cyprus War,and explores the impacts of civil-military relations on war decision-making,the war process and the end of war. Compared with the civilian government,the Turkish military has a dominant position in the war,but the military and the civilian government maintain a effective strategic communication and coordination,which led to Turkey's victory in the war. This research can not only deepen understanding of civil-military relations of Turkey,but also widen the knowledge of the relationship between civil-military relations and war.
