中以两国劳务市场互补性较强,两国建交以来以色列一度是中国在中东地区最大的劳务市场,但是两国劳务合作长期受到诸多因素的制约,发展历程曲折。“一带一路”倡议提出后,以色列积极响应。亚投行的设立、中以劳务合作协议的签署为中以劳务合作带来了前所未有的机遇。中以劳务合作形成了政府引导和市场驱动相结合、企业和劳工个体为参与主体的合作机制,规模不大但在建筑行业优势突出。当前中以劳务合作也面临着诸如竞争激烈、中东局势动荡、非法劳工存在等问题。总体来看,中以劳务合作机遇与挑战并存,中以双方应加强政策沟通,贯彻落实双方劳务合作协议,本着互利共赢的原则实现以发展促和平的理念。
Since the establishment of diplomatic relations between China and Israel,Israel had once been China’s biggest labour market in the Middle East. There are strong complementarities between Chinese and Israeli labor markets,but there are also factors which restrict the development of Sino-Israel labor service cooperation. Israel responded actively to China’s Belt and Road Initiative. The establishment of Asian Infrastructure Investment Bank(AIIB)and the signing of Sino-Israel Labor Service Cooperation Agreement bring unprecedented opportunities to the development of Sino-Israel labor service cooperation. In this process,new cooperation mechanism has been formed,with government as the guide,market as the driving force,enterprises and individual labors as the participating subjects. Although the scale of Sino-Israel labor service cooperation is small,its advantages in the construction industry are prominent. Nevertheless,problems also exist in Sino-Israel labor service cooperation,such as fierce competition,upheavals in the Middle East and existence of illegal workers. Generally speaking,opportunities and challenges coexist in Sino-Israel labor cooperation. Both sides should strengthen their policy communications,implement the bilateral labor cooperation agreement,and realize the idea of promoting peace through development on the basis of mutual benefit and win-win results.
