The cyber security environment facing Canada has changed significantly after the Harper government launched its first cyber-security strategy in 2010. The cyber security strategy developed by Harper’s government has not been able to deal with the rapidly changing cyber security situation，and the conservative nature of its security policy has been strongly opposed by the public. After the inauguration of Prime Minister Justin Trudeau，a series of new laws and policies covering domestic cyber security，military cyber strategy and cyber security diplomacy were introduced，which largely changed the out-dated cyber security policy of the Harper’s administration. However，under the pressure of the fiscal deficit and the narrow understanding of the cyber security diplomacy，the Justin Trudeau’s cyber security strategy is facing challenges from the lack of funds and the deterioration of the international environment.
