This report surveys the political economy of the prospective China-Canada Free Trade Agreement (FTA) in the context of economic stagnation in Canada’s traditional trading partners,intensifying international competition over resources,markets,and investment opportunities in low-and middle-income countries,and the Canadian state’s efforts to optimize the conditions for capital accumulation amidst growing risks in the domestic economy,especially in the real estate sector. Coupled with an oil pipeline extension running from Alberta’s Tar Sands to the coast of British Columbia,the China-Canada FTA would promote economic stability in Canada by offsetting growing financial risks in the household and business sectors.
