在当今城市经济社会发展中，楼宇经济已经成为转方式、调结构、促就业、破瓶颈、补短板的重要手段，且有实现经济持续健康发展、培育新的经济增长极、拓宽城市发展空间等多重积极效用。银川阅海湾中央商务区是宁夏回族自治区、银川市打造楼宇经济、发展总部经济的重要平台，针对商务区辖区空间有限，可供开发利用的土地日趋减少等现实情况，如何由“土地招商”向“楼宇招商”转变，向空间要效益、向空间谋发展，向存量要增量，扩大园区经济发展总量，是银川阅海湾中央商务区发展建设中的一个重要的问题。本文对银川阅海湾中央商务区楼宇经济发展现状进行探讨分析，并从制订规划、加强招商、做活资源、优化服务四个方面提出意见建议，希望可以为园区楼宇经济发展提供借鉴和参考。
With the development of modern service industry，building economy which is important to the sustained and healthy development of urban economy，has become an important method for an central city to change the pattern of economic development，optimize industrial structure，increase employment and tax revenue and break bottleneck of development space. Yinchuan Yue Bay Central Business District is the significant platform of building economy and headquarters economy. Based on the limited administrative area and development，how to change land promotion to building Investment promotion，benefit from the space and find a new growth point for regional economic development，has become a research topic for Yinchuan Yue Bay Central Business District. This article aims to play a certain function of reference for Yinchuan Yue Bay Central Business District in developing building economy.
