The “Regulations on the Administration of Economic and Technological Development Zone in Jiangsu Province”，which adopted in 1986，has completely failed to meet the requirements of the new stage and the new situation of economic development，the lagging legislation has seriously hampered the construction and development，transformation and upgrading of the Jiangsu Development Zone. It is suggested that to fully modify “Regulations on the Administration of Development Zone”，focus on further promoting the Development Zone to identify its development orientation，change the mode of development；innovate the management system，reform the operating mechanism；gather high-quality innovation resources and advance industrial transformation and upgrading；expand new space for opening up to the outside world and elevate the level of open economy in all directions；emphasize green intensive use and develop low-carbon recycling economy；optimize the business environment and innovate the financial service system；carry on the system innovations such as improve the system of assessment and evaluation，and increase the intensity of supervision and inspection，so as to consolidate the legal basis for the Development Zone to comprehensively enhance quality and efficiency，and realize transformation and upgrading.
