General Secretary Xi Jinping proposed in the report of the 19th CPC National Congress that it should fully promote the development of deliberative democracy at the grassroots level and strengthen the establishment of deliberative democracy system. As the rapid development of rural economy，the rural areas of Jiangsu province has witnessed significant development in democratic politics. However，in some rural areas，it still exists many issues as follow：the institutional lapses in the “rural relations” and “two-committee relations”；the uneven distribution of the representative of farmers；the heavy emphasis on equitable predicament in the “elite”；deliberative democracy is weak in technical design or operability，or has fallen into the problems of strumentalization；weak social foundation of consultation culture and self-organizational development. Therefore，it is necessary to clarify the responsibilities and powers between “rural relations” and “two-committee relations” and give village committees sufficient self-government rights；to promote the transformation of deliberative democracy from technical democracy to substantial democracy；to build rural civic culture and combine the traditional morality enlightenment and the public rationality culture；to further promote institutional innovation，promoting the village committee members elected as the people’s congress deputies to achieve the legitimacy of their identity，and promote the institutionalized development of rural deliberative democracy.
