江苏房地产长效调控机制建立及相关政策建议

住房是关系到千家万户安居乐业的民生工程,也是地方政府宏观调控的重点领域之一。“十三五”时期,随着江苏逐步由上中等收入阶段向高收入阶段迈进,住房供给与需求结构发生重大变化,江苏在全面建设小康社会背景下,居民“住房小康”需求与当前房地产调控政策之间存在许多深层次矛盾:一是居住面积等数量指标小康已不能满足居民日益增长的居住需要,居住质量小康提升的空间巨大,而现有的供给侧体系提升空间更大;二是调控政策的随意性、波动性大,政府采用“紧盯价格指标”的单一调控模式无法保持房地产市场调控政策的连续性和稳定性;三是作为区域市场特征明显的领域,碎片化的调控政策不利于稳定市场预期,使得省级层面的房地产调控体系仍需完善,“分城施策”、“因地制宜”的长效机制需要不断探索。

Abstract

Housing is a livelihood project that concerns millions of families who live and work in peace and contentment,and is one of the key areas of local government’s macro-control. During the “Thirteenth Five-Year Plan” period,as the Jiangsu economy gradually moved from the middle-income stage to the high-income stage,the structure of housing supply and demand changed significantly. Under the background of building a well-to-do society in an all-round way,the needs of “residential well-to-do” and current real estate There are many deep-seated contradictions among regulatory policies:First,the number of indicators such as living space is no longer sufficient to meet the growing residential needs of residents,and there is ample room for improving the quality of living,and secondly,the arbitrariness and volatility of the control policies are tight. “Single price index” of the single control mode can not maintain the continuity and stability of the real estate market regulation and control policy;Third,as the regional market features obvious areas,fragmentation of the regulatory policy is not conducive to stabilizing market expectations,“sub-city policy”,“according to local conditions” The means of regulation and control make the long-term real estate control system at the provincial level still need improvement.…
