江苏完善干部激励机制与容错纠错机制研究

容错纠错机制是党和国家在新的发展背景下提出的鼓励广大干部多干事、干实事的重大举措。当前江苏各级政府分散化地制定了以干部容错纠错机制为核心的干部激励机制,对容错行为、容错程序进行了限定,取得了一定成效,但也存在系统化程度低、可操作性不强等问题。因此要从系统化、协同化的角度进行完善,提高制度的可操作性,并且充分利用经典案例的引导作用,进一步构建宽容失败的文化氛围。

Abstract

The mechanism of fault tolerance and error correction is an important measure to encourage cadres to implement responsibility in the new developmental background. Jiangsu has established the new incentive mechanism decentralized in which fault behavior,fault tolerant program were provision. Certain results has achieved,but problems also exist in systematization and operationalization. So it is need to improve the policy effectiveness in the perspective of systematic and collaborative. In this process,we must make full use of the guiding function of classical case and build cultural atmosphere of tolerance of failure.
