The present research report gave an analysis of the origin， meaning and characteristics of the statutory body. By combing the construction of statutory bodies in HK， Shanghai， Qingdao， and Shenzhen， Foshan in Guangdong province， this report made a summary of both practice experiences and existing problems in establishing statutory bodies. The report also made it clear about the specific path choice for the trial of statutory bodies in Guangzhou by actively absorbing and drawing on legal experiences in other places， in combination with Government Regulations of Guangzhou Municipality with regard to statutory bodies.
