随着《慈善法》《民法总则》等法律的颁行，社会服务机构走上了依法发展、依法规范的道路，制度环境进一步优化。山东省社会服务机构发展呈现出与全国发展趋势不完全一致、类型发展不平衡、区域分布不均衡、新型机构发展迅速、运营日益规范、服务质量提高、社会影响扩大等特点。社会服务机构面临的主要问题是已有机构的重新定位和分类，还包括法律法规和政策体系不完善、公平发展体制机制有待优化、内部治理不规范、人才队伍需要优化、资金来源渠道狭窄等问题。可从政府和机构两个方面分别采取措施予以解决。
With the enactment of laws such as the “Charity Law of the People’s Republic of China” and the “General Principles of Civil Law of the People’s Republic of China”，social service institutions have embarked on the road of legal development and legal regulation，and the institutional environment has been further improved. The development of social service institutions in Shandong Province is characteristic of incomplete and consistent development with that of the whole country，unbalanced development of types，uneven regional distribution，burgeon of new institutions，more standardized operation，improved service quality，the expanding social influence and so on. The main problems faced by social service institutions are reposition and classification of existing institutions，including imperfection of laws，regulations and policy systems，the need to optimize the equitable development mechanism，the non-standard internal governance，the optimization of the talent team，and narrow funding sources，which could be settled both from the government and the institutions.
