综合分析过去十年中国对澳投资状况并对未来趋势做出观察,我们认为,目前出台的监管措施仅能部分解决问题。更重要的是,商业考量应成为各方辩论的主要议题,尽可能避免问题的政治化,从而为外国投资者和与之合作的澳大利亚企业提供可预测的商业环境。在当前的监管框架内合理考量商业利益,仍能维持中澳投资关系的可持续性,无须对监管制度做大的调整。对监管框架的微调及进一步深化合作,有赖于两国政府与通晓本国地缘利益及遏制因素的商业人士携手合作。
Drawing on our analysis of Chinese investment flows into Australia during the past decade and our observations of evolving trends,we argue that the current regulatory responses are only part of the solution. More importantly,business concerns should dominate the debate and politicisation avoided as far as possible in order to create a predictable business environment for both foreign investors and their Australian partners. The sustainability of China-Australia investment relations can be maintained within the existing regulatory framework and by reference to business interests without the need for major regulatory changes. Adjustments to the framework and further development and expansion of cooperation will rely on cooperation between Australian and Chinese government and business stakeholders cognisant of domestic and geo-strategic interests and constraints in Australia and China.
