本文重点分析了我国积极财政政策产生的区域性效果。基于区域经济学视角，分四大区域实证分析了积极财政政策产生的经济效果和社会效果，经济效果方面主要研究了积极财政政策对区域经济增长、民间投资、民间消费和就业的影响；社会效果方面主要研究了积极财政政策对区域教育水平、医疗水平以及贫困发生率的影响。实证研究发现：经济效果方面，积极财政政策促进了区域经济增长、民间投资、民间消费和就业水平，但不同区域的政策效果存在一定差异；社会效果方面，积极财政政策促进了区域教育水平和医疗水平，同时具有明显的减贫效应，但政策效果同样存在区域差异。考虑到区域之间可能存在财政竞争以及政策效果的外溢性，使用空间计量模型进一步实证研究了积极财政政策产生的经济、社会效果，发现积极财政政策的经济效果和社会效果仍然十分显著。本文认为，应在实施积极财政政策过程中加大对落后地区的倾斜力度，从而更好地促进区域协调平衡发展。
This paper focused on the regional effects of our country’s proactive fiscal policy. Based on the perspective of regional economics，this paper empirically analyzed the economic and social effects of proactive fiscal policy in four major regions. The economic effects mainly focused on the impact of proactive fiscal policies on regional economic growth，private investment，private consumption and employment. The social effects mainly focused on the positive fiscal policy on the level of education，medical standards and the impact of poverty incidence. The empirical study found that：（1） With regard to economic effects，active fiscal policies had promoted regional economic growth，private investment，private consumption，and employment levels，but there have been differences in policy effects in different regions.（2） In terms of social effects，active fiscal policies had promoted regional education and medical standards；At the same time，there were obvious poverty reduction effects，but there also existed regional differences in policy effectiveness. Considering that there might had fiscal competition among regions and spillovers of policy effects，spatial econometric models were used to further empirically study the economic and social effects of active fiscal policies，it found that the economic and social effects of active fiscal policies were still very significant. Therefore，in the process of implementing the proactive fiscal policy，it is necessary to increase the inclination to backward areas，so as to better promote the coordinated and balanced development of the region.
