随着新一代信息技术和数字经济的深入发展，“数字化”“数据”“物联网”等词逐渐成为城市发展的关键词，近年来，智慧城市评估评价和测度等工作也深入开展，很多国际组织、咨询公司和智库机构，纷纷推出了与智慧城市相关的评估评价或指标体系。本文主要围绕智慧城市评估评价等测度体系进行分析，重点对国际电信联盟（ITU）、罗兰贝格、欧盟委员会、IESE商学院、智慧社区论坛（ICF）等相关机构2017年发布的智慧城市相关测度体系及结果进行归纳总结和对比梳理，概括了智慧城市测度工作的一些新的特征，以期为未来决策者精准施策提供依据。
With the booming ICTs and digital economy，the concepts including “digitalization” and “big data” have become embedded in modern urbanization. In recent years，the measurement and evaluation of smart cities have been intensively studied by many international organizations，consulting firms，and think-tanks around the world. In this article，we compare and analyze several smart city measurements and evaluation systems，conducted by International Telecommunication Union（ITU），Roland Berger，European Commission，IESE Business School，Intelligent Community Forum（ICF），and other relevant organizations. The report aims to provide general features of smart city measurement system and policy recommendations for future precise policy-making.
