2017年6月,上海合作组织成员国元首理事会第十七次会议决定给予印度和巴基斯坦成员国地位。上海合作组织实现首轮扩员,突破了原先“中国+后苏联空间”的构成模式。作为上海合作组织重要成员国的中亚四国对上海合作组织扩员有自己的战略考量,总体而言,中亚国家对上海合作组织扩员的态度是积极的,但对上海合作组织扩员后,如何协调成员国之间相互关系、落实签署的协议、提升机制运作的效率等问题也存在担忧。
In June 2017,the 17th meeting of the heads of State Council of the member states of the SCO decided to give India and Pakistan the status of a member state,which meant that the SCO has realized the first round of expansion and broke through the former structure mode of “China + Post Soviet space”. As important members of the SCO,the four Central Asian countries have their own strategic considerations for the expansion of the SCO. On the whole,the attitude of Central Asian countries to the enlargement of SCO is positive. However,they also worry about how to coordinate relations among member states,enhance operational efficiency and implementation of the signed agreements after the expansion.
