为系统了解我国双创发展形势，本报告从区域的视角发现双创活动的特征，通过对比分析等方式，揭示我国创业、创新面临的挑战，并探索双创发展新模式。通过中国双创指数评价体系分析，我国双创区域发展特征明显。总体而言，我国东部双创发展强势，其他地区仍有待加强。此外，深圳市双创发展活跃，在指数评价中位居城市榜首，正由新兴赶超阶段迈向高端引领阶段。但其科技创新系统与国际比较而言，仍存在缺少世界级企业支撑、人才国际化程度较低等问题，未来需突破当前发展阶段所面临的多重约束，加强研发创新国际化，推动区域创新一体化。并且，深圳市南山区科技金融生态体系完备，发展较好，为双创发展打开了新思路。一般而言，对双创发展的支持，既包括软环境的鼓励，也不能缺少硬环境的支撑。目前我国双创发展仍存在一定的挑战，未来需大力推动大企业对全球创新资源的布局，探索创业、创新的新模式，密切关注双创热点行业趋势。

In addition，Shenzhen Nanshan District has a complete and well-developed scientific and technological financial ecosystem and has developed well，so it has opened up new ideas for the development of mass entrepreneurship and innovation.
