双创指数由环境支持、资源能力和绩效价值3个子特征构成，本报告主要分析双创指数的3个子特征。从双创指数子特征看，在环境支持方面，我国双创环境整体良好，但双创100强城市的环境仍有待提升。在资源能力方面，双创资源丰富且呈现层次性，除一线城市外其他城市还有巨大提升空间。在绩效价值方面，双创100强城市两极分化态势明显。
The report constructs an evaluation model of mass entrepreneurship and innovation index from the three dimensions of the city’s environmental support，resource capabilities，and performance value. Mass entrepreneurship and innovation index is constituted by three sub-characteristics of environmental support，resource capabilities，and performance value. this chapter mainly analyzes the three sub-characteristics. From the perspective of the mass entrepreneurship and innovation index sub-characteristics，in terms of the “mass entrepreneurship and innovation environment”，our country is good，but the environment of the top 100 mass entrepreneurship and innovation cities still needs to be promoted. It is rich and hierarchical in terms of the environment of mass entrepreneurship and innovation，and the top 100 mass entrepreneurship and innovation cities have two obvious differentiation trends in the performance value.
