山东从顶层设计着手,通过构建多元编制标准、动态调整编制总量、教师县管校聘、区域统筹使用和逐级调剂编制、设立临时周转编制和农村机动编制等系列举措,在不增加编制的大前提下,近三年补充了十万余名教师。山东经验的关键在于积极对接国家政策,在于省级部门的高度重视和统筹协调,在于省、市、县各级教育行政部门和机构编制、财政等相关部门的共同推动。山东的经验表明,解决中小学教师编制短缺问题的根本之策是要改变现有的以区域为单位的城乡统一的生师比编制标准。
Shandong's educational administrators started from the top-level design and set up a series of measures such as the establishment of multiple staffing standards,dynamic adjustment of staff quantity,teacher county-management and school-employment,regional coordinated use and gradual adjustment preparation,establishment of temporary staff and rural mobile staff,without increasing the number of staff,more than 100,000 teachers have been added in the past three years.Shandong's experiences show that the fundamental solution to the problem of shortage of primary and secondary school teachers is to change the existing unified requirement of student-teacher ratio between urban and rural areas.
