2017年是日本中东战略推进的关键一年。在政治安全方面，日本通过与阿拉伯国家建立多边对话机制，试图进一步将其纳入自身的全球战略轨道。在经济能源方面，日本致力于建立以自身为核心的跨国经济环流，维持并扩大在中东的油田权益，力图改善能源贸易领域的交易机制。在教育文化方面，日本继续在中东推广日式教育，强化对人的塑造，拓展“宽容”与“中庸”的价值理念。2018年，作为日本外交的五大支柱之一，日本将会投入更多的精力去经营中东。如何在既保持与中东国家友好的同时，又能与同盟国美国实现政策上的协调，将是日本中东外交的一大挑战。
2017年は日本が中東戦略を推し進める重要な一年である。政治·安全の分野では、日本はアラブ諸国との多角対話を通じて、これらの諸国を自らの政治戦略に乗せようとした。経済·エネルギーの分野では、日本は自らを中心にした国際サプライチェーンの構築に取り組み、中東における油田権益の維持と拡大を望み、エネルギー市場の取引ルールの改善を図ろうとした。教育·文化の分野では、日本は引き続き中東で日本式教育の導入、人づくりの強化、「寛容」と「中庸」の理念の浸透に努めようとした。2018年、日本外交の5つの柱の一つとして、日本政府はさらに中東に力を入れると考えるが、如何にして中東諸国との友好関係及び米国との同盟関係を両立させるのか、まだ大きな難問であろう。
The year of 2017 marks a key year for Japan’s foreign policy in Middle East. In political security issues，Japan attempts to incorporate the multilateral cooperation with Middle East into Japan’ own foreign strategy. In economic and energy issues，Japan attempts to build a transnational economic circulation dominated by itself，in order to maintain and expand its share in the oilfields in Middle East and improve energy trading mechanism. In education and cultural issues，Japan continues to promote the Japanese-style education in Middle East countries to strengthen “the shaping of people” and spread values of “tolerance” and “moderation”. In 2018，Japan will make more effort in maintaining the relations with Middle East，which has become tone of five pillars of Japan’s diplomacy. However，there will be a major challenge for Japan to balance its diplomacy in Middle East and its strategic coordination with U.S.
