北部海洋经济圈由辽东半岛、渤海湾和山东半岛沿岸及海域组成，其享有独特的区位优势，东临日韩，南接长三角、珠三角和港澳台等地区，是北方地区对外开放的重要平台。此外，北部海洋经济圈拥有雄厚的海洋经济发展基础，海洋资源丰富，海洋科研教育优势明显。本报告首先运用定性和定量方法，分别分析了近年来北部海洋经济圈的产出规模、产业结构及空间布局的特点，并测度了技术、资本、劳动力等因素对海洋经济发展的贡献，辨析了经济圈内部海洋经济发展的特征及外部关联性。其次采用增量分析、趋同分析和关联分析方法分析了北部海洋经济圈经济发展特征，最后分析北部海洋经济圈的经济发展形势。
The northern coastal economic circle consists of liaodong peninsula， northern coast of bohai bay and Shandong peninsula， it has an unique geographical advantage， approaches Japan and South Korea in the east， the south Yangtze river delta， the pearl river delta and Hong Kong， Macao and Taiwan and other regions， it is the important platform of opening to the outside world in northern China.In addition， the northern Marine economic circle has a solid foundation for Marine economic development， abundant Marine resources and obvious advantages of Marine research education.This paper first uses quantitative and qualitative method to analyze the northern sea economic circle， the output of scale， industrial structure and the characteristics of the spatial layout in recent years， and measures the technology， capital， labor and other factors on the contribution to the development of Marine economy of the economic circle inside the characteristics of the Marine economic development and external relevance. Then， it analyzes the economic development characteristics of the northern marine economic circle by incremental analysis， convergence analysis and correlation analysis. Finally， it analyzes the economic development of the northern marine economic circle situation.
