This paper first analyzes the status quo of blue economy in San Francisco， Tokyo Bay and other cities such as Ningbo， Shanghai， Tianjin， Dalian and Qingdao， and analyzes the experience of successful development of foreign blue economy leading city. Then， it designs the evaluation index system of the development level and evaluates the cities in Ningbo， Shanghai and so on. Finally， the evaluation results are analyzed and the relevant suggestions are put forward for the development of the blue economy leading cities in the coastal areas.
