海洋经济为我国社会经济发展做出重大贡献，国家也对海洋经济发展做出重要规划，将“海洋强国”上升为国家战略，而培育和发展海洋战略性新兴产业是我国海洋经济发展的重要引擎。本报告梳理了我国海洋经济发展代表省份的海洋战略性新兴产业发展现状，分析了这些地区海洋战略性新兴产业的发展优势及制约因素，以深化理解海洋战略性新兴产业的发展形势。之后本报告从完善海洋战略性新兴产业的理论框架、丰富研究方法和注重海洋科研人才培养三个方面对未来发展提出建议。
China's marine economy is in a period of rapid development .It makes a significant contribution to China's social and economic development. Our government has also made plans for the development of China's marine economy and promoted the “marine power” to the national strategy. And to develop the ocean economy， it is imperative to focus on marine strategic emerging industries to cultivate and develop. Therefore， this paper analyzes the development situation of marine strategic emerging industries in representative provinces， and analyzes the restrictive factors of the development of marine strategic emerging industries in order to deepen the understanding of marine strategic emerging industries and promote the development of marine economy in China.Then this paper puts forward some Suggestions for the future development from the theoretical framework of improving the Marine strategic emerging industries， enriching the research methods and focusing on the training of Marine scientific research talents.
