Alexander Morrison’s Russian Rule in Samarkand,1868-1910 is a recent historical study of the Russian Empire in Central Asia. Through the study of Samarkand region,governed by the Turkestan Governor-Generalship,the author delves into various sources to demonstrate the Governor-Generalship’s policy goals and implementation in various aspects such as religion,land ownership,taxation,irrigation and judicial institutions. The author considers that the Russian rule in Turkestan was a failure. On the one hand,a frontier government of the Tsarist Empire,the Turkestan Governor-Generalship never had enough financial and human resources to penetrate the societies below the district level(uezd). On the other hand,such a failure was fundamentally due to the cultural barrier and political mistrust between the military bureaucrats and the local Muslims.
