内蒙古自治区党委和政府一直非常重视蒙古语授课中小学师资队伍建设，采取了很多有力的措施。但由于中小学蒙古语授课教师队伍建设的特殊性和复杂性，至今还存在一些问题，包括历史问题和现实问题。究其原因，乃多种因素使然：既有客观条件方面的，也有主观条件方面的；既有政策方面的，也有文化方面的。中小学蒙古语授课教师队伍建设目前尚缺乏专项建设计划。面对新时期出现的各种挑战和机遇，应从自治区的实际出发，针对中小学蒙古语授课教师面临的一些突出问题，实施蒙古语授课教师队伍建设专项行动计划，采取更加系统的措施加以解决。
The Party committee and the government of the Inner Mongolia Autonomous Region have attached great importance to the development of primary and secondary school teachers with Mongolian as medium of instruction （MOI） and taken various effective measures.However，due to its uniqueness and complicatedness，there still remain some problems，both historical and current，which were brought about by various causes，including both objective and subjective conditions as well as reasons concerning policies and cultures.There is no specialised planning for it.Confronted with all the challenges and opportunities in the new era，taking the actual situation of Inner Mongolia into consideration，to tackle some prominent problems concerning primary and secondary school teachers using Mongolian as MOI，Inner Mongolia should implement specialised plans and implement more systematic measures.
