在信息化建设与“互联网+政务”快速发展的背景下，开放政府数据作为其中重要一环受到各方面的高度关注，相关的调查评估也随之兴起。但既有的开放数据评估由于评估方法的不同得出的结论差异较大，同时也多集中于国家层面，缺乏对地方政府的关注。本文立足于公众需求视角并借鉴现有的评估方法，构建包含内容、服务、可用性、互动四个维度的系统评估框架，对比分析了纽约、伦敦、北京、青岛四个城市开放政府数据的发展现状及存在问题。研究发现当前城市层面的开放数据存在数据质量差、更新不及时、公众使用率低、政府回应差等问题，在未来的建设中需要进一步改善和提升。
With the rapid development of e-government and the “Internet + government” project，open government data is one of the most important component attracting great attention. And，relevant investigations and evaluations rise. However，their results vary a lot due to their different methods. And，most of them only focus on the national level，while there is a lack of research to the local government. From the perspective of public demand side，this study constructs an evaluation framework including four dimensions：content，service，usability，and interaction，and analyzes the current status and problems of open government data in four cities：New York，London，Beijing and Qingdao. The study finds that，there exist problems such as poor quality of data，less timely update，low public use rate and poor government response. These problems need to be well addressed to promote the open government data level in the future.
