分析习近平总书记涉及互联网规制的讲话文本，笔者发现，在对内的场合中更多使用的是“管理”“管控”之类的用语；在对外的场合中，更多使用的是“治理”这个词。笔者从互联网内容和互联网安全两个角度来分析为什么在对内和对外场合使用的话语有别。在互联网内容层面，我国采取的是行政单向式管理范式；在互联网安全层面，我国采取的是“管理”与“治理”并重范式。最后，笔者对“管理”与“治理”两种互联网规制范式进行了简要评析。
Throughout analyzing Internet regulation speech of general secretary Xi Jinping，we find that on internal occasion，wordings such as “regulation”“control” are used more often；On the external occasion，“governance” is used more often. From the two aspects of Internet content and Internet security，we analyze the differences between the words used on internal and external situations. On the Internet content level，our country adopts the administrative one-way regulation paradigm；On the Internet security level，our country adopts the paradigm of “regulation” and “governance”. In the end，the author makes a brief comment on two paradigms of Internet control，namely “regulation” and “governance”.
