20世纪建立国际传播新秩序的倡议未能实现，互联网在全世界范围的普及加快了信息的全球化传播，让人们再次面对国际传播新秩序问题。但世界互联网发展水平不均衡，秩序不公正，尤其是在互联网接入领域，横亘在人们面前的数字鸿沟限制了信息的全球化传播，阻碍了国际传播新秩序的建立和发展。世界各国应共享共治，努力提升互联网接入的量与质，构建网络空间命运共同体。
The initiative to establish a “New Word Information and Communication Order（NWICO）” fell through in the last century. The worldwide spread of the Internet has accelerated the globalization of information and we have to face the problems of the NWICO again. The world’s Internet development is uneven and the order is unjust，especially in the field of Internet access. Digital divide limits the globally spread of information and also hinder the establishment and development of the NWICO. We hope there is an interconnected world shared and governed by all. As a result，every country should try to promote the amount and quality of the Internet access，and all of us should work together to build a Cyberspace Community of Shared Destiny.
