自从“一带一路”倡议实施以后，“海上丝绸之路”通道安全就备受关注。针对当前“海上丝绸之路”通道面临的安全威胁和我国保障海上通道安全举措中存在的问题，本报告建议：设立我国海上通道安全高层领导机构，将海上通道安全保障工作与国家领土安全保卫放在同等重要地位；整合国内外多方信息资源，构建“海上丝绸之路”通道安全评价、预警及应急反应平台；以和谐共享的理念主导构建治理“海上丝绸之路”非传统安全威胁新模式，预防有关国家以新规则为手段对我国“海上丝绸之路”通道的安全形成的新威胁；进一步提升我国海上安全保障力量建设；引导港航企业海外投资区域选择；推动建立国家安全船队，平时参与商业运输，紧急状态下服从国家统一调动，承运应急物资。
Since the launch of the BRI，the importance of strategic sea lanes of the 21st Century Maritime Silk Road has become ever more prominent. Considering the security challenges for the strategic sea lanes in the 21st Century Maritime Silk Road and the problems in our country’s sea lane security，this panel makes the following proposal：set up high level commands for national sea lane security，putting the keeping of sea lane security on equal footing with the safeguarding of national territorial security；integrate various sources of information home and abroad to establish the platform for assessment，early-warning and emergency response within the framework of the 21st Century Maritime Silk Road sea lane security；employ the concept of harmonious sharing to construct the new mechanism for addressing unconventional security threats to Maritime Silk Road；forestall the employment by some countries of new rules to pose threats to our 21st Century Maritime Silk Road；step up the capacity building in maritime security support forces；offer guidance to port-shipping business in choosing overseas investment regions；boost the construction of national security fleet，taking part in peacetime commercial transport and emergency ad hoc transport.
