当前，信息技术飞速发展，各个国家和地区均高度重视网络空间的竞争与合作，网络空间安全亦成为各个主权国家的战略要地。本文通过建立网络空间安全国际指标体系，从网络安全宏观管理指标、网络安全国际治理指标、网络安全产业指标与网络安全态势指标4个方面（包含13个二级指标），评判各个国家的网络空间安全状况，并运用该指标体系对9个代表性国家的网络安全态势进行分析评估。评估结果显示，中国在9个国家中位居第7，在网络安全法律法规、网络安全标准体系建设等领域与领先国家存在一定差距，需要进一步落实网络安全战略体系，科学布局信息安全技术产业，逐步推进国际合作、协作与交流。
With the continuous development of information technology，cyberspace has become an important area of international competition and cooperation. In this study，an international cyberspace security index is developed using cyberspace security macro management，cyberspace security international governance，indexes of cyberspace security industry and cyberspace security state （including 13 secondary indexes） to evaluate cyberspace security of nine representative countries. The evaluation results show that China is ranked seventh in the nine countries，lagging behind the leading countries in the development of cyberspace security laws，regulations and standards. China needs to set its cyberspace security strategy in motion，plan its information security technology industry properly and steadily promote international cooperation and exchanges.
