国际安全治理是全球治理的主体与核心。从广义上看，国际安全治理与全球治理在一定程度上大体可以画等号。一般认为，国际安全包含传统安全与非传统安全两大类。冷战结束后的相当长一段时间，就世界范围而言，非传统安全威胁呈上升趋势，而传统安全威胁则呈下降趋势。然而，2016年以来，国际安全形势“乱象丛生”，非传统安全威胁与传统安全威胁同时上升，这增大了国际安全治理的难度，人们对国际安全治理的疑虑也重新增多。不仅如此，冷战后曾一度高调倡导全球治理的美欧等西方国家热度急剧下降，由国际安全治理的倡导者变成阻力，这尤其增加了国际安全治理前景的不确定性。
International security governance is a key part of global governance. In a broad sense，international security governance can approximately be equated with global governance. International security threats are divided into traditional and non-traditional security threats. In the international community，for a long time after the end of the Cold War，non-traditional security threats are on the rise while traditional ones are declining. But since 2016，the waters of international security have become muddy and both traditional and non-traditional security threats have been on the rise，which has thrown international security governance into a dilemma. People begin to cast doubts about international security governance. Furthermore，the United States，European countries and other Western countries，which used to be high-profile advocates of global governance in the post-Cold-War era，are getting in the way of international security governance after their enthusiasm cools down，which in particular increases the uncertainty in the outlook of international security governance.
