当前中国已经进入“邻避运动”高发期，情势严峻，不容回避。以保障公众重大环保产业项目知情权为前提的、以人民群众在社会整体发展中拥有获得感为基础的、以相关利益群体得到实惠为核心的普惠环保，是减少当今社会“邻避运动”发生的重要途径。普惠环保是指立足机会平等和可持续发展原则，通过加大政策扶持引导力度，强化环保法律制度体系建设，健全环保基础设施等手段，发展环保产业，以可负担的成本为有需求的社会各阶层和群体提供有获得感，能得到实惠的环保服务。
At present，China has entered the high risk period of NIMBY（or not in my backyard）movement，and the situation is grim，can not be avoided. The universal patronage environmental protection is an important way to avoid NIMBY movement. It protect the public’s right in industry major project，the people has some gain sense in social overall development，and all relevant interest groups have not different benefit in the universal patronage environmental protection. We can strengthen the policy guidance and support，strengthen the construction of environmental legal system，and improve the environmental infrastructure and other means based on the principle of equality of opportunity and sustainable development. At last，the development of environmental protection industry will provide a sense of benefit obtained from affordable cost for the needs of all sectors of society in the environmental services.
