北京作为全国首都和生态宜居的世界城市定位，污泥的安全利用严重滞后。近十年来，北京地区城市污水厂污泥处置进程中的环境隐患问题突出，污泥无害化和土地利用现状不容乐观。在无害化后续的污泥处置上，建议对京津冀地区污泥安全土地利用区域联动、环境安全机理识别、区域土地利用规划开展持续的科学研究和综合防控。
The sludge harmless and safe recycling of in Beijing，which is the capital and regarded as “World City”，is seriously backward. The environmental incidents during treatment process of sludge in Beijing in recent ten years emerged frequently and the safe soil amendment of sludge is still far from being satisfactory. For nature development of sludge disposal，the plan of interaction with Beijing，Tianjin and Hebei，environmental pollutants and its migration and regional planning for sludge amendment to soil are suggested respectively.
