党员志愿服务是鞍山志愿服务事业的重要一翼。党的十八大以来，鞍山充分发挥“一座钢城，两代雷锋”的丰厚资源和传统优势，推进党员参与志愿服务事业，践行社会主义核心价值观和志愿服务精神，不断深化志愿服务工作制度化规范化建设，形成有自身特点的运作模式。党员广泛参与学雷锋志愿服务，为激发全社会参与志愿服务的热情，提升志愿服务公众参与率和社会影响力，推动城市精神文明建设和经济社会全面发展发挥了不可或缺的牵引带动作用。推进党员学雷锋志愿服务活动的进一步发展及拓展整体志愿服务事业发展的新生面，还需要解决志愿服务活动中存在的问题，提出有针对性、实效性的对策措施。
