本文从对社区志愿服务的界定入手，将社区志愿服务分为“基于社区”与“面向社区”两类概念，并在政府数据的基础上，结合调查数据获得社区志愿服务的基础项数据，重点对社区志愿者数量和注册率、社区志愿服务组织数量及其服务领域进行测量。调查发现，2016年，实际有3524万名志愿者通过104.76万个志愿服务组织参与了助老、社区便民服务、助残、环保、文化宣传等多个主要领域的社区志愿服务活动。总体看来，2016年，中国社区志愿服务呈现四个特征：一是党和政府领导下的多元参与，实现资源协同共享；二是社区志愿服务服务内容贴近百姓生活，基层组织协同创新；三是传承社区邻里互助传统，重建社会信任基础；四是政府购买社会服务的力度日益加大，专业化服务成趋势。
The definition of Community Volunteer Service （CVS） was divided into two types in this paper：“Community-Based” and “Community-Oriented”. Based on official data and survey data，this paper examines a number of community volunteers，the registration rate，the number of CVS organizations and their service fields. According to research，in 2016，35.24 million volunteers were involved in CVS activities in various fields，such as help for the elderly，community convenience services，help the disabled，environmental protection，cultural propaganda in communities，through 1.0476 million CVS organizations. In general，China's CVS presents four main characteristics in 2016：the multi-participation under the leadership of the CPC and local government to achieve resource sharing；the CVS contents are related to people's daily lives and the grassroots organizations are collaborating for innovation；the inheritance of traditional culture about community neighborhood are rebuilding the foundation of social trust；the increase in government purchase of social services results in the development of professional CVS.
