本报告从系统角度研究国家农业科技创新过程,基于国家农业科技创新系统理论框架推导国家农业科技创新能力的形成路径,提炼国家农业科技创新能力构成要素,构建国家农业科技创新能力评价体系;以金砖国家为实证研究对象,全面、深入分析2001~2016年金砖五国农业科技创新能力的发展水平和变化特征。研究发现:金砖国家与农业强国的科技创新能力得分差距正逐年缩小,但在科研水平、教育质量、现代基础设施和生态保护等诸多方面仍与农业强国存在较大差距。本研究有望为金砖国家完善农业科技政策、提升农业科技创新能力提供科学有效的技术支撑。
The research studies the national agricultural technology innovation process in a systemic manner,deduces the formation of the national agricultural technology innovation capacity based on agricultural STI theory framework,finds the factors of forming that capacity and establishes an evaluation system. Taking BRICS countries as the research objects,the research conducts a comprehensive and in-depth analysis on the development and change of the agricultural technology innovation from 2001 to 2016. According to the research,BRICS countries have year by year narrowed their gaps with agricultural powerhouses in terms of STI capacity,but still have big gaps in terms of research level,education quality,modern infrastructure and ecosystem protection. The research is expected to provide scientific and effective technical support to BRICS countries for the improvement of agro-tech policies and capacity.
