新加坡中华善堂蓝十救济总会是新加坡十所潮人善堂所组成的联合会，它是二战时特定历史背景下的产物。由于战乱和搬迁会所等因素，关于其创建的档案文献，多已佚失，至今保存下来的资料多是战后的记录，其中有不少语焉不详或相互抵触的记载。蓝十总会对日据期间的救灾与社会善后工作起着关键性的作用，对现代新加坡社会福利体系的建构，也贡献良多，蓝十总会的历史是新加坡慈善和福利事业研究的重要部分。本文拟通过对现存文献资料的考据与分析，厘清蓝十总会创立的背景与年代，以还原其历史原貌，并说明在日据时期惨痛的社会背景下，潮人善堂获得了一个发展的契机。中华善堂蓝十救济总会的创立是潮籍社会精英面对当时的危机所采取的积极应对策略，应该受到肯定。
The Blue Cross Charitable Institution （BCCI），an umbrella organisation comprising 10 leading Teochew charitable halls in Singapore，is a by-product of the unique circumstances of the Japanese Occupation （1942 to 1945）. Unfortunately，the loss and destruction of the BCCI's archives during the war caused many of its early records to go missing. Whatever records that remained were mostly post-war documents，and these often gave contradictory accounts of the BCCI's founding and establishment. The BCCI played a crucial role in rescue and humanitarian work during the final stages of the Second World War，and forms an important component of the history of charity and social welfare in Singapore. This paper seeks to establish the exact date of the BCCI's founding based on extant and newly-discovered documents and records，with the objective of restoring truth to history. It also seeks to show how these Teochew charitable halls received an opportunity to grow and develop during the Japanese Occupation. Indeed，the formation of the BCCI is a positive response of the elite of the Singapore Teochew community towards the atrocities and destruction of WW2，and deserves our recognition.
