There are some prominent problems in the assessment andevaluation mechanism of highly skilled talents,such as the poor quality of the evaluation results,the limited career development space,the low compensation and benefits,the under exploitation of the human capital.This report analyses the defects and deficiencies of the assessment and evaluation system,the future development trends of manufacturing and the particularity of the highly skilled talents.This report put forward solutions excluding expanding enterprise autonomy,better play to the industry association,improving welfare of highly skilled talents by policy guidance of government,etc.
